Don't feed it for a couple more days, it's still stressed out from the big move from the pet store to your tank.
The water should be heated (with a heater of couse) to 75-80* F.
Again, make sure you have a filter.
Don't place it in a bowl, bowls are just...yeah.
Betta's need heated water, so you'll have to buy a heater if you don't already have one. You can't put warm water in the tank and expect it to keep her warm, because it will cool off really quick. And besides the water that goes into the tank needs to be room temperature. It needs to be treated with dechlorinator (water conditioner), and left out to sit for at least 24 hours (the 24 hours is to allow the water to become room temperature, the dechlorinator should work immediately). A steady temperature of 77°F is good for betta's.
You should use cold tap water. But tap water has chlorine in it, which is toxic to most fish. You'll need to treat the water with water conditioner to dechlorinate the water. As I said before the water should be left out for at least 24 hours to allow it to become room temperature.

Try tempting her with bloodworms first. Most bettas will wolf those down. Then gradually switch her to pellets. Also, make sure the pellets aren't too big for her to eat.
She should be in a tank of at least 2.5 gallons with a water temp at about 78-80 degrees. Hydor makes mini 7.5 watt heaters that work great for small tanks.
